Kentucky League President, Wanda Lynch, 4th from left, testified February 25, 2019 before the House Elections, Constitutional Amendments and Intergovernmental Affairs Committee in Frankfort. She spoke about House Bill 91, a bill that would place an amendment on the ballot to automatically restore voting rights to persons convicted of a felony on completion of full sentencing. Bill sponsors Representative George Brown, Jr., (D) Lexington, Charles Booker, (D) Louisville and Jason Nemes, (R ) Louisville, spoke about their reasons for sponsoring this bill.
